You are gonna get a funnel and put the top of the balloon on the funnel. Then you are slowly and deliberately gonna pour the flour in the funnel with a spoon. After you think you have enough flour in your balloon you are gonna carefully take the balloon top out of the funnel and tie it up and you are done.
